They should really introduce a mechanic to counteract it, like pay requisition and samples to make your ship shoot straighter or something.
You could easily make the effect more exciting by having it not only add a larger spread to call ins but also double the shot count, sort of like you cannot pinpoint the enemy on that planet but command has given you extra ammo to compensate.
FYI the barrages are so powerful that a single direct impact will kill any enemy in the game, the catch is they have very long cool downs are are kinda wasted on small enemies as the blast radius isnt that large. Which is why everyone uses eagle airstrike
When it comes to the Orbital Scattering modifier, having a new sub-objective such as "Deploy Signal Booster" to counter the effect would be an interesting approach to handling it.
Also they should add back the AA defenses, instead of removing a stratagem slot, affect Eagle Strats some way, as someone did suggest already.

We should be able to find a comm pack that is a backpack item that counters Ion storms for the team as long as some one has it.
This is false. Orbital Precision, Gatling, and Airburst, and Gas are all severely affected by this modifier. Precision can be used to one shot Bile Titans, Chargers, and structures, and with this modifier it will just completely miss those targets, rendering it useless. Orbital Airburst Strike and Gatling are both potent anti-Breach stratagems and they can completely miss the breech if you use them with the Orbital Scattering negative modifier. Gas is also decent against breeches and once again can just totally miss. And good luck using any of them on a patrol when the patrol starts off in motion and can't be "camped" as they spawn from a breech.
This is a terrible idea and severely punishes new players who have not reached the cap. Either remove negative modifiers like this or allow in game side objectives to remove the penalties.
But Orbital scattering is a totally RNG mechanic and the only counterplay is...don't use orbitals. Agree with other users here, it should exist a counterplay in the map to remove the effect.
