Obviously transmog would solve this, but...
Aye, but those helmets are generally themed, so the modifier on it would match the theme. For example, there's an orange engineer set that gives you bonus grenades, wearing the matching helmet with a explosion radius modifier would look good and function well together.
The two sets in Democratic Detonation share the same armour perks, so they'd have the same helmet perks, so you're not locked into one set of armour, and if people want to mix and match, they can.
A transmog system would be nice as well, I'd be using the ones with a cyborg arm all the time as a visual.
I hope they do eventually add it
If adding in something you originally took out is “too hard” then it’s doomed.
Colour sync based on body armour? Could be done, SWTOR's had that for years.
