Yes, mods are your issue. Go to Mod Manager, uncheck all and click "Purge". Maybe go from mod to mod to see what still works for now.
This is obnoxious, because it never happened before, but now we better appreciate the modders even more, because they have to update all of their work, hell, maybe even per update now

Am I right in thinking that I will have to manually search for one single file in 1000 game files?
After last update they cut the frame rate way down and i finally got mine back up over 30. not total shutdown.
No mods, uninstalled reinstalled erased shader files, deleted data file and verified, nothing works
There's 2 things you can try
1) delete the data\ folder in the game's install directory and then verify files again. this has apparently worked for lotta people with this issue
2) run the game in directx11. launch arg -use-d3d11. you will need to first delete the shader cache in %appdata%\Arrowhead\helldivers2\shader_cache
