If you use an arc thrower. The voteless will look around for a moment or salute before dying. Showing us we can shortcircuit the mind control allowing them to see again as a citizen, in their final moments.

I'm pretty sure they do this with any weapon. You just kill them faster before the animation play. I find it funny if you shoot them in the leg, they'll play an animation as if saying. "My leg!"

The more messed up they look, the more health. Seems reasonable

This happens with any weapon. You just have to shoot their head off.
