That way it would be a powerful sniper rifle even if somewhat slow to fire.
The devs even said THAT is the reason why it is how it is: it works like in Killzone and can kill stuff in an ok-way.
I played it just today for like 5 hours and it works well. I was on bugs up to diff 7 and it is really good overall.
Not best mind you, but I love the style and get good kills with it.
Also it can kill stuff like the spore towers with 3 mags, which is ok for me.
I pair it with Flamethrower, Dagger and Thermite and roll through the bugs.
Would I take more damage or more accuracy? Yes. Would I want a rework? No.
Otherwise the crossover would make even less sense, also for future crossovers I would like to have the weapons from the crossover, too, not some look-a-like-stuff.

That's not all. Those are requirements, yes, but they also need to either completely get rid of the burst fire or at least make it a separate fire mode.
A sniper with three shots is ludicrously limiting. Any gun with three shots is ludicrously limiting. The only one I can accept is the triple barrel SIDEARM which is a backup "oh ♥♥♥♥" weapon that you pull out to dump all three barrels into a chainsaw bot.
Then I suppose I would think it's bad in Killzone.
But at the same time, probably not, because Killzone isn't a horde shooter where I NEED to be able to kill more than three grunt enemies every 10 seconds, or I'm a complete liability. It just makes it feel like a complete gimmick weapon, like a worse Constitution. More damage is neat, actually killing what you shoot at kind of damage, but three then reload is just heartbreaking and the damage fall off is completely unforgiveable.
If the semi-auto was just an optional mode and it had proper sniper range, it would be fantastic imo.
Also with e.g. Gas Strike one can clear all grunts coming and shoot the others with the PLAS-39.
At the same time it is fair to say that it feels like a gimmick weapon for some. Not every weapon is for everyone, like not every weapon is for every situation. I think it is way better than the Constitution, so I strongly disagree with the description "gimmick weapon".
This does not mean that the Constitution is a "gimmick weapon" of course. I think it is surprisingly strong, but overall not my cup of tea. Still there are people playing with it diff 7-10 without being a "liability".
Helldivers 2 is not only about "damage", "ammo" or "reload speed" but also of skill and preference.
I also disagree with "completely unforgiveable", because I shoot targets up to 300m and make the weapon work. Could others be better, like e.g. the Counter Sniper? Sure. Do I want to use them? No.
So if I can make the PLAS-39 work, kill enemies and have fun, where is the problem?
Additionally, again, this is a collab weapon, from a Killzone Crossover. It tries to be like the original but to exist in Helldivers 2. So it will have drawbacks (like burst fire or just "3" shots per mag) with the catch that is a Killzone weapon.
Like you said, Killzone was no horde shooter, Killzone had no bugs, automatons and squids, so the weapon will be different, but at the same time quite similar - so we will see no semi auto, but still a working weapon.
In this regard, yes, I would not mind more damage or less damage drop-off or more range (before bullet drop), and here the devs can tinker with it (and even said they will) but changes other than that would break the meaning of a crossover weapon I fear.
Nevertheless, if they change how they want to make their crossovers and add e.g. a semi auto option, I will be glad for all who want it of course.
I am not against more options, just to stay true to the original.
