Heavy armor with explosive resist
Pummeler
Senator
Ballistic Shield
They cant do much against the Ballistic, their bullets just bounce. You shoot them 3-4 times with the Pummeler and they go stationary in the air making them very easy to kill(same for the ones on the ground). Senator 1 hit kills Overseers with headshots.
Tbh it was a decent loadout even before the shield could block melee, now its even better since you dont care about the Voteless nearly as much as before unless they surround you completely. Pummeler also 1 hit kills Voteless with headshots so you can pretty much clear a hoard on your own with a single mag if you dont spray n pray.
The reason you want a explosive resist armor is to reduce the splash damage from the Overseers on the ground, with the resistance you barely take any health damage from a direct hit to your shield. Helps against the flying Overseers grenades too ofc.
You can also block the tesla towers and zaps from Harvesters with the shield or if you are super spicy block the Harvester laser for a whole second.. or maybe a little less.
Basically you become a immortal god against the squids unless you manage to get zapped past your shield or a big laser beam drills a hole in you.
It's also great to deal with hordes with it's AOE, you will probably end up blowing yourself up if you let them get too close. Still doable if you have a feel on the blast radius even if they're right in your face, or just use uncharged shots if they're too close.
