reconnaissance missions on Super Earth controlled planets
Reconnaissance missions would be random missions that takes place on a Super Earth controlled planet that the player has the choice of doing, the missions would be simple, land on the planet, do an objective where you need to scout and/or destroy dissident outposts and other dissident buildings while making sure citizens aren't harmed, rewards would be super credits instead of medals to incentivise playing these missions, but the missions even showing up would be rare

Feels more like standard CIA/M15 ops.
Though that would involve waiting for the dissidents to strike first while doing your best shocked Pikachu impression.

Sounds like a cool idea, though AH really seem to want to nerf SC income. Having the missions show up as a bonus mission for 5 star mission completion in operations would be good though.
Show that you're elite in your field, get put into an elite line of work.

1/4 the usual reinforcement budget would fit with the bonus level setting too. Can't have dozens of helldivers dropping onto a friendly planet, so 1 or 2 reinforcements per person, hard capped.

Yeah. It's a good idea, actually a great one. Though from a game design perspective it's a nightmare.
Civvies already behave really dumb, they'll run straight into fire tornadoes. The AI isn't up to the task of a covert ops mission. Having to protect civvies who run right into dissident machine gun fire would irritate the hell out of players and it would become less of a bonus level and more of a lesson in herding cats.

Not that I dislike your idea. I love it. I just don't think arrowhead could pull it off. Gameplay AI seems to be entirely focused on enemy AI and I've a feeling that AH subcontracted a lot of the work for coding their game. Being a dev myself we had a dev who designed a complex AI system. That dev needed to leave for personal reasons and for the duration of their absence we couldn't really change anything without creating a whole heap of new issues. Since we haven't released yet we were able to work around it and that dev finished up with things and returned to our team, but changing multiple interlocking scripts is extremely hard when you're not sure what they do exactly.

That would be a huge waste of Helldiver resources. That's the Ministry of Truth's job.

not really, because the MoT might not know what's happening in the area after it goes radio silent, and sending SEAF wouldn't be a good idea because they would potentially harm civilians
