Applying update phase load disk for 100%

Hello everyone!
I dont know how long ago this issue spawn but its here. I have my steam binaries installed on disk D (HDD). Helldivers and other games installed on disk E (SSD) . When helldivers update files phase - disk D for some reason loaded to 100% . Task manager show that disk read is around 100KB/s and write is around 2Mb/s . WTF? Why this phase load disk where game not installed? My game updates took a long time beacuse of this.
I was re-install the game and this not helps (re-install took much less time against update 1gb lol)
Other games is fine and dont have that issue. Helldivers 2 in the past also was updating fine.
p.s. testing disk D speed with ither game updates and simple copy pastes- its fine.

Anyone have this issue?
