Super Earth deployment numbers falseified ?

Says over 50,000 divers deployed.
Yet only two cities to defend and theres only about 6000 people grinding out

Kinda makes me think devs are having to push these objectives in a certain direction because not enough people are playing

In the game there is literally a mechanic that the fewer people play in a location, the greater their contribution, no?

The mega city populations are bugged, Haven't worked properly since the start of the invasion.
