The reason for the magazine being on the side? They wanted to make the rifle distinct in some manner most likely, so used the FG42 as inspiration due to it being used by the Fallschirmjager (paratroopers).
For DPS, not quite. For singular medium armor targets, sure. Realistically though, the game balance is ♥♥♥♥♥♥♥ ♥♥♥♥. Reprimand is an SMG with medium armor pen and more damage than any AR as well as a tighter grouping when upgraded.
Except the Amendment isn't actually trash like bastard gun. It's a good weapon on par with Diligence.
