they said they wanted to but maybe they ran into licensing issues. licenses generally have rules and agreements to follow which could be preventing it coming back

LIcensing issue to bring back content from a sony game into an other sony game sure xD

It was meant to be a warbond originally but they decided to sell all of them through super store instead, when people complained they gave away for free what was supposed to be a second page of super store items

I'd like to see it come back as a warbond, even if it's more expensive than the others.

Guerilla games owns the IP and content for Killzone, not Sony. Sony may own Guerilla games but they can't force them to make killzone content

What makes the matters worse is that Guerilla games has come out and announced that they will not support not endorse nor make any further killzone products a month before the collab with helldivers 2 was released.
