"hats" or "covers" are in the regulations for nearly every single uniform youll wear- Lol as if you were actually capable to ever serve my beloved Corps. From patrol caps, to boonie covers, to the peaked service/peaked dress hat, to berets, to the silly donut shop worker sleeve hat, to the big ol Smokey bear hat the DI's wear.
But please indulge us with your Call of Duty knowledge
I didn't say we have a winged cowboy hat? We have helmets with barrets, and we have hoods. Doesn't change the fact that an actual cowboy hat would look dumb.
A) Stetsons can be military uniforms, See Calvary.
B) Most *ANY* hat can be made a helmet, if you think I am wrong its only because you know nothing about equestrian or horse riding. But *MOST* hats you see worn by people actively on horses are actually helmets or have helmet inserts (at least for those who value their lives). The helmet is integrated into the hat for functionality with aesthetics.

Point is that there is a very strong real-world design precedent that something like a Stetson *could* either be its own helmet, or could realistically be *worn over a helmet or helmet insert*. And they are militarily supported.
So yeh, no actual reason outside of the devs just being picky about what they do or dont want in the game...
Of course americans would invent cowboy hat safety helmets.
I def had to have helmet inserts for any European style riding I did is a kid, where most western style comps had inserts optional.
I will say though, as someone who has had 3 helmets get shattered in half in my life time (once on horseback, twice on bike) I am a firm proponent of them! I would be dead three times over if not for them.
