It's for everyone playing the game. Everyone gets the same Major Orders.
You don't have to follow the Major Orders. You can play any open planet you want. I would just make sure to pick planets that have enough people on them.
if the Personal order of the day is "kill 100 enemies with Eagle Strafing runs" you don't need to get the kills with it, it's enough that 1/4 of the players on your team has it for those kills to count for everyone. Of course they might already have 75 kills when you join and stop using it once they've filled their quota, leaving you to either find someone else using it or use it yourself to get your remaining kills.
Major Order - Sort of like a "weekly quest" - Everyone can contribute to it but it would be impossible for any one person to do it themselves, everyone reaps the benefits from this wether they actually contributed towards the goal or just logged off for a week and then came back after it was done, but this one also has a fail state aside from just ignoring it so participation is preferable, this is also the type of order that's supposed to drive the narrative, but not all of them do and are more or less filler to herd players to a specific planet.
