Delete the setting you did in the control panel before.
When you go back to the control panel, you can see two tabs: one for global settings and one for app specific settings
go to the app specific settings and select Helldivers 2 app for 60 mhz - that will make sure that setting only applies to Helldivers 2 instead of being global
I changed the Refresh rate under the "change resolution" tab
There is no setting to change refresh rate in the "Manage 3D settings" tab
I am assuming you're pretty bad with computers since you can't find it so this will make your life easier.
upon clicking on manage 3d settings, there are two options "Global Settings" and "Program Settings"
Use "program settings," and add the Helldviers.exe manually or find it in the drop down tab, this will make a profile specifically for Helldivers 2 and nothing else.
If your monitor is already 60hz then go down to the Vertical sync and mess about with whatever option is good for you.
If not, then use "Max framerate" option and set it to "60" or use something like Rivatuner is another option.

You can most certainly set individual application refresh rate limits from the nvidia app and from the old control panel both.
Edit: Yes I was talking about fps limit, I thought that was what you were talking as i've never heard anyone wanting to change actual refresh rate of an application.
That is impossible as that is a monitor related thing, you can only alter FPS limit of applications.

Yeah okay a correction there, no you indeed cannot change monitors refresh rate for individual apps that will always be whatever you set the monitor itself at.
You can just change the FPS limits of applications.
That makes no sense to begin with. Never change the actual monitor refresh rate - keep it always to the highest.
