Damage is split in two actually, durable damage and normal damage. For an example, brood commander's head is classified as a durable part. Its damage split is: 60% durable damage and 40% normal damage. A liberator's normal damage value is 60 and durable damage is 6. This means that the liberator will deal both 60% durable damage and 40% normal damage against the brood commander's head.
A single bullet from a liberator will deal this much damage: (60*0.4+6*0.6) = 27.6. And since the brood commander's head's armor value, 2, matches the liberator's armor penetration, 2, the result will be divided by two: 27.6/2 = 13.8. That's how damage calculation works.
