Wrong in the sense that it's not correct? Absolutely.
Although fact is, and no one can dispute this as it is in fact a FACT fact checked by true Super Earth Patriots that the best armor is whatever one you think looks coolest.
If you got used to be very careful with not getting hit because it hurts, as soon you realize how much the medium and even heavy armor protection gives compared to the light ones, you will think for a long time or at least you get used to the medium and heavy armor values that it is unmatchable good.
There's an argument for medium armour + extra padding because it's over the 149 breakpoint for damage relating to bushes and stuff I think, but it's really a personal preference thing.

Medium armor is without question, objectively the best type.
Heavy is far too slow and stam regen penalty is a death sentence, Heavy is literally unusable at high difficulties where you need to constantly be moving and hitting objectives, its trash tier and should never be used.
Light is noticeably too low of an armor rating, but the speed is insane, in some cases it feels faster than driving the car honestly. But the armor rating is so bad, you die almost instantly if a jumping bug gets near you.
extra padding on medium is fine, but I personally dont notice the difference in damage reduction between medium and heavy, so I'd rather take a passive that is more noticeable.
the extra nades passive is definitely the most noticeable passive IMO, having those extra grenades is awesome, you can just chuck em whenever you want with complete abandon.
The stims armor is fine if you are a baby-man who is afraid of dying, I guess.
The "democracy protects" armor is bad because you shouldnt be in a situation where you need it, and if you do need it, you are likely going to die regardless. Its also not even guaranteed to activate, so you are basically using a passive that does literally nothing, if it fails to proc. That ones just objectively bad.
