Haven't tried the Flame or the Gas one, things seem kind of mixed on those but the Flame Resistance armor is nice for bots (Hulks) and any time you might be on a planet with fire storms.
Electric one is cool and has some good all-round weapons, armor passive is really specific and mainly just for looks unless you have a teammate that really wants to treat you to shock therapy.

i don't actually have any expirience with chemical agents and viper commando, so take those with a grain of salt
#2 Viper commandos has the Experimental Infusion booster for stims which many consider to be the 4th best booster. The Armors also has synergy with the HMM and any other bulky/unwieldly weapons.
#3 Freedoms Flame has the SG-451 Cookout, a great incendiary punisher that interrupts commander charges and both spitters from spitting. The primary FLAM-66 Torcher puts out great damage, but has that short range.
#4 Democratic detonation has the thermite grenades, got a massive boost recently. Has the erupter which not as powerful at release is considered good now.

Viper Commandos: Booster. Armor passive if you use heavy weapons a lot.This is all it's good for, really.
Steeled Veterans: Breaker Incendiary.
Polar Patriot has the Tenderizer, Pummeler and the Impact incendiary grenade. The assault rifle works well against bots, it's not bad against bugs but held back by the low ammo capacity. For the teminids bring the Pummeler, the high impact lets you keep Stalkers and other more aggressive bugs away. The grenade kills bugs by the dozen if thrown on a breach. People say this warbond sucks because it's not flashy, but the weapons are and always were reliable.
Steeled Veterans has the Senator, one of the most reliable secondaries. The incendiary breaker melts bugs. Also comes with the non impact incendiary grenade. There's also the JAR which works well against all factions.
Both of these come with armors that increase the throw distance. Don't sleep on this passive, it's one of the best.
Polar Patriot is #4 at LEAST. Tenderizer and Verdict are amazing
Democratic Detonation is good for fighting bots, has heavy armors, effective to defend against explosions. Also has the thermite grenate, super useful!
Chemical Agents is good for mass control too because you can stack the toxic gas damage with a flamethrower fire damage. And also adds a slight stagger effect. Also can combo with teammates to finish enemies off.
