Its a role playing weapon, not an actual genuine utility. you can go around as a "medic" but you would always serve the team better by just killing enemies. Helldivers are way too squishy for a medic role to work as it stands, especially when the medic tool in question is difficult to aim and hit under pressure. If a helldiver is injured, they stim themselves instantly or die trying otherwise they risk being 1 shot by almost everything in the game, and the stim pistol cannot be used on yourself so it is 100% literally useless in solo play.

In a game where not moving usually means death, good luck hitting that sucker with a stim pistol as he dances around.

It should have homing darts like the medic darts in Killing Floor games, otherwise it's a thoroughly useless utility. As a utility it is vastly inferior to nade pistol.

Fair warning to those who want to try using the Stim Pistol: you should let your entire team know immediately that you're using it. If you keep shooting at your teammates and miss (because everyone keeps running around), they'll think you're trying to TK them and then either kill you first or kick you.
