It's like the left hand doesn't know what the right does.
The Sterilizer could have been a flamethrower that slows enemies instead of burning them, putting sludge on the ground and dealing the same gas tick damage it did before (which was still less than the boosted fire damage from ship upgrades), that would have been CC enough and the side grade they promised.
It wouldn't be different from throwing any other stratagem, except probably less effective.
Whilst it not being too lethal might on paper be unattractive, having someone up front gassing the enemies out can help turn overwhelming odds that would be hard to fight with sheer firepower into a much easier stumbling mess of confused targets.
It's especially good against bots ironically, since they can't shoot you for ♥♥♥♥ when they're gassed out, and it stops hulks and zerkers
It's used for those mass chargers situations since flamethrowers don't 1/4 clip them anymore.
Puke on the charger, toss a thermite, puke some more, run away - boom.
You can weave in EATs for titans etc as well.
I'm running cookout primary with it, so i take care of shriekers, small guys, knock back those alphas, confuse stalkers/chargers, and EAT titans.

A flamethrower requires you to hold your aim on a target for a prolonged period of time to cook them, and meanwhile they're still capable of pushing towards you and hitting you.
The gas thrower immediately disorients them as soon as they come into contact with the gas and prevents them from effectively fighting you and it's much easier to sweep an entire group with it.
It's a bit more situational than purging in great flame, but it can clutch bad situations
Admittedly, on the Bug front it has more utility.
Considering this is third Warbond themed after fighting bugs (godamn you, Arrowhead), it stands to reason that Arrowhead is trying to cater to Bugdivers.
I just hope we'll have a Warbond themed after fighting the Bots next... -_-
