I would make a case for this being an ENTIRELY separate game-mode.
Would require some work, but it could be interesting to try out if player want to look for a different and more challenging experience.
Plus, it would fit the "milsim" themes the devs are saying they want to focus on
On the bug front, the upcoming changes to the durability of the heavier enemies may see them being useful simply through volume of fire. As things are currently, one Charger could plow through an entire squad while they shoot ineffectively at its frontal armor. Bile Titans and Impalers would be even worse for them.
I think the customization ideas in the original post have merit, and hopefully the developers will be able to implement them in some way. I wouldn't mind being able to equip squads with stun grenades, if they are able to throw them like the bots do. It's not clear to me if the squad will be deployed to an area and simply remain on station, or will follow the player who called them in, or even if they can be commanded in some way, but that will have a major impact on how useful they are as well.

Worse that could happen is the SEAF Stratagem being reducing to a "gimmick" .
If all the advantage of the Stratagem is "preliminary Pelican fire" and "meat shields air-dropped to my location" , then it's a wasted Stratagem.
Literally no Stratagem in the game is useless nor gimmicky, at best they are situational and needed to be used with the appropriate foe.
I think Arrowhead realised this and that's why the SEAF stratagem is being delayed THIS much, as originally, i think they were planning it to release it alongside the SEAF Training Facilities event.
Maybe it's just me inhaling a large amount of copium to endure the wait, but i think they are ironing out the AI and doing what they can for the Stratagem to become relevant.
You drop them on a location and they automatically engage enemies in range.
I'd love to have a squad of helldivers with me or rather SEAF troops but that wouldn't be a stratagem, it would have to introduce a new mechanic to the game.
I do wish they would that but I doubt it.

AH had communicated that they cannot implement AI vs AI because they would need to rewrite whole chunks of code.
Which is also why we will not see bots and bugs on the same planet nor the SEAF reinforcements.
As it stands now, the AI can only attack when theres a player present.
Don't want to sound entitled, but they better roll up their sleeves and get to it.
The devs cannot go on with adding new content that is more or less the same each time, just look at what happend with "Escalation of Freedom" !
Half of the playerbase was raging over nerfs, the other was disappointed because the update didn't innovate THAT much.
My point is : the game has to evolve to remain relevant, and i'd rather have the devs work over rewriting the code to make the Stratagem work than remain with a big nothing burger.
You obviously have 0 clue as to the amount of work is required, and the insane amount of bugs and glitches that can be introduced, by them just rolling up their sleeves and getting to it.
I know, but at this point i am willing to wait as much as it takes to get that Stratagem...
Let them cook for a whole year if that's what it's required.
