Admittedly, 'update' could mean a game update, or a 'progress update' like this message, but considering that 'these changes' have already been explained just now, I'm assuming they aren't going to re-explain them, which would suggest that they mean an actual update to the game that contains what is being talked about now, and then additional info about other changes they plan to make afterwards.
Our next update, containing all these changes and more details, is scheduled to go live on September 17th.
By "live", that suggests that the changes will be implemented in the game via patch. By "more details" I assume that either will encompass details about other changes not mentioned in the announcement, or an information about future planned changes.
