So if the DSS's location will be based on majority vote from the helldivers, does that mean it'll never leave the bug sectors?

Pretty much.

Unless the Major Order at the time causes a shift in diver demographics OR Arrowhead simply makes it so you can't send it to the same planet / system / territory twice in a row OR Super Earth do the highly democratic "we'll decide for you, citizen! Thank you for voting!" and takes control over where the space station shows up making it fully random or under the control of the malfunctioning J.O.E.L AI, anyway.

I hope they go with this option. I'd be a shame to miss out on the new features because it's perpetually in bug space.

Could be worse, they could make it so it can only jump one system or sector every vote, and each vote is like 72 hours or something. So it slowly makes its way across the galaxy towards Bug territory, but then gets stuck around Super Earth in the middle of nowhere as it is pulled in a tug-of-war between two+ fronts.

I kind of forgot about the voting part and assumed it would just provide extra free stratagems during offensive MOs. I kind of hope that's the case and that the "voting" is as democratic as Super Earth's democracy algorithm, otherwise it sounds like a headache.

The bug only people are in the minority, most people switch between the two

We might have seen different things. I saw a majority of players fighting bugs even during an active MO for the bots. There was even a bunch of posts on the discussions complaining about it.

The steam numbers at least showed during the last bot major order, i think it was like 30k was doing bots and 7k was doing bugs

I think the whole complaining aspect is just something people do to rile people up
