How to get the Constitution?

I started up the game and did a mission but I still don't have the rifle. Is there something I'm supposed to do, is my game bugged, or did I miss out?

You had to login/play during Liberty day for the Liberty Day rewards. Same as other Major orders IIRC, login during them. Unless it changed?

Arrowhead said you didn't had to play during it. It will probably take some time to be given to everyone

You should still get it, it might take a day to percolate down. It's kind of like that yellow armor from the last warbond. Everyone is going to get the Constitution and armor, even new players, so don't worry. If it gets to Monday/Tuesday and you still don't have it, then send a note to the AH support staff.
