The galactic war is a community mechanic but not an MMO. Other games have had similar but less important systems before.
But I think more like Chromehounds.
There was a solid month and a half where I would have said YES, it's nothing but an MMORPG disguised as a shooter.
The elements of an MMO include the "player influenced world" and the "basic attacks do little good, but timeout and cooldown based powers do a lot" and the whole concepts of "grinding" and "flashpoints." For the month that all the weapons were nerfed, and there were no tactics at all except "run and gun," yep, HD2 was nothing but a low-grade MMO which only had Flashpoints.
Since they brought back the ability to stealth, attack from long range without triggering a massive and unending ♥♥♥♥-show, and they fixed some of the weapons, it has been a shooter again.
A massive open world where all players are visible and you have to actually drive or fly to the next objectives

so a MMOG , i wouldnt call it a MMORPG.
