Maybe, as you said yourself, that you're using it wrong or that you're missing a bit? The only downside to it is that you need to aim it better as it goes in a straight line from where you place your pokeball. If this pokeball bounces off the terrain it can be turned and make it go in a different direction causing you to miss
I just spam the hell out of it since you get five uses of it with a super quick deploy time and cooldown. I find it better to just use them all when you're in a fight since it only takes about 1 min 45s for it be recharged after you use all five
First of all, something I didn't mention, the strafing run is a stealth stratagem. When you throw it, it doesn't alert the enemy to your presence like the explosive eagles do. Enemies will see the eagle as the threat, not you. So unless you're already in combat, you can silently take targets down.
You can assassinate a hulk if you throw the strafing run at its back. From the front the armor will save the hulk, but from the back the eagle will destroy the heatsink. Shredders also have fairly bad armor and can be taken out in one run, even from the front. Annihilator tanks will take 2. I don't remember how many runs a barrage tank takes, but I tend to not play around with those and either rocket them or thermite, so it needs further testing.
Eagle strikes do the most damage at the point of impact, and then trail off and get narrower, so to do the most damage, throw it directly at where you want it to go like a grenade. Unless you throw it fairly square on, a strafing run can leave a fabricator with a fraction of its HP and it can stay alive but on fire. Practice throwing it correctly, relatively close to the fabricator, but in a line that will cut directly over it, not at an angle or over a corner.
You can line up a strafing run along the length of a bot dropship destroying it and/or everything being deployed. Enemies also patrol in straight lines, so if you can come up behind or directly in front of the patrol, you can do a ton of damage all at once, and they wont be alerted and start running out of formation to chase you like an eagle airstrike/cluster does.
Against bugs it's really self-explanatory. It's much harder to close bug holes though, so consider taking something else for that, or keep using your crossbow. It chews up lines of bugs chasing after you of course, and it's very effective against the annoying bile spewers. It can kill chargers, although this isn't extremely reliable. Pay attention for the green blood spewing effect chargers have when they're on low health. This means they're about to bleed out, so you can just ignore them. Strafing runs will trigger the bleedout state pretty often, so technically they are killing them, it just takes a little bit. Taking out impalers with strafing runs is effortless. They will hold still with their head in the ground, so just take out a strafing run and throw it in front of it, and it's dead 100% of the time.
Here's a good tip: Every single "launch ICBM" mission has the bile spewers as the primary threat. Take strafing runs then, and don't bother with light penetration weapons.
Very true point and it's a much bigger deal than you think! Bots will turn around and look up at the sky at the Eagle and start to fire at the plane while also walking in the direction of where it went. A lot of the time this lures them out of areas or lets you see their weak points better like with hulks. You can throw it by bugs and watch them all look up and then scurry off into the direction the bullets went
If you're not discovered you can use this distraction to assassinate enemies (mostly bots tho)

The directions for the install look "scary" but it's really just getting the file and dropping it into the game files. It doesn't even replace anything either so it's easy to install or remove

it can kill titans , bulks , fabricators and most medium enemys
titans and bulks sometimes needs 2 runs but it got many uses too.
its also near instant and you can basicly throw it at your feet , its already VERY powerfull
