There doesn't seem to be much information on the structure and composition of SEAF forces, but they would have to be the troops actually getting things done, like taking and holding territory, constructing installations and so on. They must be the ones equipped with armored vehicles and operating in numbers where they can actually make a difference.
I don't believe there are any other Special Forces units in SEAF, since there would be some mention of them if there were. My belief is that the ebb and flow of the war is largely manipulated by Super Earth themselves as a means of influencing the minds of its citizens and maintaining complete control over them through a mixture of fear and patriotism, although I do think there are cases where the enemy surprises high command with unexpected developments. It is always lower echelon groups who are punished for those lapses.
There are modifiers that could affect Super Destroyers using stratagems autonomously. Spore clouds for the terminids, and possible means of jamming orbital targeting systems on the bots side. This would make destroying fabricators and active nests in a region difficult without pinging targets while on the surface.
Time-sensitive missions, such as evacuating personnel and launching ICBMs also require boots on the ground and shock-troop levels of brainwashing. I'm sure being Super Earth's finest give most of these new Helldivers a lot more confidence than just being a SEAF grunt.
As far as the usefulness of ordinary SEAF units, I think Super Earth sends just about the bare minimum amount of troops needed to build/rebuild and lightly defend outposts after Helldivers clear active nests and defenses in a region.
As for the question of elite units, Helldivers taking on Super Helldive rated missions are likely the best soldiers we have considering Super Earth gives plenty of autonomy to Helldivers as to what missions they take.

But their use is basically as expendable troops that have a high success rate. If i remember the data correctly, S-3 had a 100% success rate with a 99% mortality rate.
And in the tutorial of Helldivers 2, at the end you can read a funny message in which it's said that helldivers have "99% loyalty rate" and a battle readiness of something like 15%.
So Helldivers are basically fanatics that don't have a problem dying and killing friendlies as long as the objective is fullfilled. They are extremely expendable but get the job done and are stupidly loyal.
