Yeah roaming in pairs is good tactic, cover map quicker, If a diver falls can reinforce on their gear, open bunkers, cover each other. Usually get to all be together at extract, mega base or main objective and have a big battle.
Also have jumpack divers to consider, it would be a waste for them to stay with group with all that mobility, When my reds are on CD, jumping around to each poi is good strategy.
Kicking divers for not maintaining squad coherency is bit much imo. So long as they don't use up too many lives its all good.
Your host your call, but don't think you would make many friends being so heavy handed.
