It's such a good joke.
Balance-wise, I'd love that armor (and elemental resistance armors in general) to have a 2nd perk, so they don't feel SO NICHE. I mean, these fire res armors could have whatever additional passive such as -30% recoil when crouching/prone, and still wouldn't be as good as other options, which says a lot...
IMO, they could keep the res % as it is (not being 100%) but add the +50% resistance to explosive damage, and then I'd consider using it at least when using fire stratagems/weapons.

they could just fix all armour and make is you can could choose 2 perks
the ones with 2 on them would be divided into 2.
then we could wear what we liked and they could actually make skins that players would be interested in as it could look good but have trash perks therefore you would not want it.
so they could make skins more appealing and make more money.
but they still got a way to go as they need to fix a dew of them
Flammable means you can be set on fire with a source of ignition
Inflammable means you can catch fire by themselves
Basically we're lucky you don't just burst into flames while wearing that armor randomly
