Primary:
Jar 5, scorcher or punisher. Scorcher should be used if you don't have an answer to gunships. Punisher if you don't have an answer to mini striders. Jar otherwise
Secondary
Senator, verdict or grenade. Grenade should be used if you don't have an answer to fabs, otherwise pistols are to preserve primary ammo against bot chaff
Grenade
Stun or impact. Impact is VERY niche and only to be used if you still have no answer to fabs with the rest of your loadout and refuse to bring the grenade pistol. Stun is the best by far
Stratagems (Air strike)
Eagle airstrike and orbital precision strike are objectively the best and should 100% be brought with only one exception. With orbital scatter modifier, the precision strike can either be exchanged for a 500kg or changed to a flex stratagem
Support weapon
Autocannon, Anti-Materiel Rifle, Heavy Machine Gun, Laser Cannon, or Railgun. That's the order of power, where the railgun falls significantly further behind the rest, which are all pretty equivalent. This choice determines what you do and do not have effective answers to for your primary, secondary and grenade choices. The spear and commando both have viable loadouts that aren't the hard meta, but can complements teammates running it very well, outperforming another generic meta in the team comp. For the spear, run orbital railcannon strike in your flex stratagem slot, to kill flame hulks that get too close to use the spear, and use either the scorcher or punisher as a primary, depending on how worried you are about gunships. Commando is viable if you put the EAT in the flex stratagem slot and again take either punisher or scorcher.
Flex stratagem slot
The fourth stratagem slot is not integral to the loadout (except in the case of commando and spear), so it can be whatever you are lacking with your specific choices. Smoke strike, EMS mortar, autocannon sentry can all be good for missions where you need to defend. Orbital laser, 380 or walking are good if you want to just throw a stratagem at an outpost and walk away (e.g command bunkers), or you can just take whatever is fun.
Then you flex your last 2 slots for w/e you need. Personally i like the MG43 and/or EATs as these rip through pretty much every enemy in the game but it really don't matter.
Primary options are abit better now post patch...jar/slugger are still very strong for bots. Breaker is the best for bugs (until the nerf it) but either smg+ballistic shield is a super slept on alternative for bots, you can just walk into bruiser drops with this combo and take 0 damage while head shotting all of them after the buffs these weapons got.
Side arms are typically grenade pistol/machine pistol or revolver, pick one to cover your primary weakness. e.g JAR is slow, machine pistol. SMG is light, revolver. I just want to get stuff done fast, nade pistol
You can take a drone if you want but i'd go with the bullet drone as it headshots all enemies around you letting you simply sprint past everything...laser drone damage is really low and if you still use it i dunno what to say...read the patch notes
