PSN cracks down on this stuff
AH doesn’t have the staff to handle all the reports
That is not what I heard about PSN. Or any other banning system operated by Sony.
Granted its been a couple years and maybe they got better, but I've seen complaints ranging from being banned for having the misfortune of having a similar name to the culprit to a guy being apparently having been banned for chatting about his family vacation to nigeria....

I heavily doubt PSN would be an improvement.
This is the scam.
PSN is a hot mess of data breaches and selling your data for their profit, at best, and nobody wanted it.
Moderating/having a reporting system shouldn't be tied to Sony being a greedy whoring whoreson, but a standard in multiplayer games so people can play without trolls.
ALL giant opening games lose tons of players.
The bigger problem is the current whiny fanbase might just kill the game by driving away everyone else.
