I don't see them saying "Don't use it or else!" or anything to that effect.
OP is just expressing their OPINION that it's a useless booster.

- Ammo is mandatory and I'll leave the mission if we don't have it, like why does this even exist? Full supplies should be the default. Make the booster increase what you get from resupply drops by 1, or maybe from the ammo you collect on the ground
- Stamina is pretty much obvious too. Everyone hates when it's not there.
And then no one cares about the rest. To me the best is still
- Vitality : not even sure how well it works, but I guess it's the best there is still left
- Extraction speed : I always pick that, I love it and it isn't seen enough
- Med shots : It's supposed to ruin your accuracy but I don't see it. I don't like it anyway, I use my meds to heal, not to go trekking
- Patrol timer : I only take it during extermination missions where stamina and extraction don't matter, and I don't even think it works there.
- Difficult terrain : I rarely see it, and it might be more effective than people think.
- Reinforce timer : clearly better than +4 reinforces
And then we have the crap in the litter
- Extra reinforce : doodoo
- Radar : what's even the point of this, normal radar is plenty
- Acid snare : sounds amazing, is useless. I'd rather have a "slows less" than a duration reduction
