Maybe armor rating only matters for ranged attacks in general?
Granted, it was a rocket in the face. But the difficulty was hard, not extreme, suicide or helldiver. They also shoot a lot of them very quickly.
I just tested this myself and I'm unsure if this is accurate. I tested vs a single bug and for starters, you don't get discrete hits like he was getting. I was getting hits of about 1/6, then I'd get a 'crit' or something that would take off over half my health. It seemed like the 'crits' did less damage when I was wearing heavy armour though.
I also tested with someone shooting me with the basic pistol and it seemed like it did less damage when wearing heavy vs wearing light, but it's hard to get an accurate read on it.
Either way, I would not put 100% value in this video, I don't think it's entirely accurate, but test it yourself like I did.
