The "best" gaming CPU around is currently the 7800X3D, which typically draws only 65W and runs very cool because of this while topping pretty much every benchmark. Intel options simply cannot match this performance, they run hotter because they use 2-3x more power for the same workload...sure they are still fast CPUs but they are not as efficient as their rivals this time around.

Besides, the game pushes even the 7800X3D consistently to 75C, which is pretty crazy when you consider this is the "best" CPU on the market as you also put it.
There is something terribly inefficient in the way the game is coded to use CPU if it can push even this CPU to 70%+ usage and 75C and that's at 60FPS only...
It's wild that even @4K on Benchamrks with 4070/4080/4090 GPUs, the game is making the 7800X3D run at 10-15C hotter than the GPU (which is running at 100% and doing the bulk of the weight lifting)

Looking at the minimum specs youd probably be fine on low settings. Worst comes to worse refund before you hit 2 hours if it doesnt run well.

The Physics are to CPU demanding, your CPU Gen is very weak and you still has a DDR3 system... there is no way for a good performance.
Normally i would recommend to go on Linux, because Windows using a lot CPU Power in the background for their Spy Telemetry and HD2 runs better on Linux for that reason:

But even a i5-4570 is simple to weak for that game :(
Trying to game on something that is clearly outdated is a less smart idea and lead to frustration. I'm not saying spend thousands upon thousands but if you're a gamer, you should at least invest a little into gaming hardware to play games. Low tier/mid tier build.
Not just this game but maybe other games can be enjoyed too. It'll help in productivity too with a faster computer.

I guess my point is, if you're a gamer you buy gaming hardware.
Same logic would apply to other hobbies or even professional jobs.
If you do wood work, you buy the tools, if the wood is too hard, you upgrade
If you're a producer you buy hardware, if new tech comes out, you upgrade
If you're a mechanic you buy tools you need, if new cars come out, you get more tools to work on them
If you're a gamer. You buy hardware to play games. I'm sure this game isn't the only game they can't play or at least close to how the developer intended it to be played.
Anyway, it depends on them. If they want to play THIS game, specifically, they need to upgrade. That's really the bottom line and no way around it. Devs aren't going to optimize this game for someone who didn't meet the minimum requirements to begin with.
