The way Payday 2 handled this was damage against the player was first done host-side, then synced with the client who got hit. If the client disagreed, the instance of damage was disregarded. It means that if the host says "You got shot!" but the client says "Nope! I hid behind this desk just before that!" then the the player doesn't take damage.
Yea I think so.
I've experienced it working properly where you can get hit by some of the stream without dying since they nerfed the spew damage. I've also had the occasional game where it looks like I dodge perfectly and a bit of acid grazes my foot and I die. Definitely chalk those times up to a slight desync with the host.
Could also be related to armor type you're wearing?
You can show your ping using F5.
Even if I host the ping is 50 ms. Which suggests players are not hosting the servers, but instead we all play on Arrowhead's servers.
The slow is also applied almost always regardless of damage taken.
Basically once the slow applies to you you are in danger of taking damage regardless of cover. Slowed behind a rock and technically in full cover ? Too bad you might take damage.
Its annoying.
So either F5 shows ping not to a server you play on, could be to server that processes in-app purchases, super credits, medals etc. Or something else affects gameplay responsiveness.
And yes, it's not my internet connection. Had an infinite ping to google in the background, showing there's no packet loss or ping spikes.

Also, ping doesn't tell the whole story. Abnormally long server call delays could be indicative of packet loss. If your connection (or the host's) drops the same packet a few times in a row, you can be waiting for quite a while. Packet loss is also what causes some of the dumber bugs in the game, like enemies who only exist for some players or - I believe - infinite grenades.
Pretty sure it's p2p, But there are elements that check against AH servers and Steam servers.
Infinite grenades is a game bug that's not related to packet loss. It can be triggered by certain actions described on youtube.
