As for people calling and extracting before the team is ready, ya they suck. You can use the chat to ask them to not call in the extract, and if they don't listen, kick them(if you're the host). If they're the host however, then you're in their game and they can extract whenever the heck they want.
No, that is a bug. The pelican will take off immediately with no 20s timer sometimes after the first person enters. Even if everyone else is standing right around the pelican.
I've only seen this happen twice, but in both cases it was after the pelican took a beating. I agree about it being related to being damaged.
It sometimes will just take of, i was told it was because the Pelican was damaged or something.
You can tell from this if it begins to smoke and catch fire. So, keep your Strategems away from it when you can, and try not landing any Hellpods on it either as that does too damage it.
