I don't think its a joke. Super Earth wouldn't joke about this. But that makes sense about the permit.

It's not a joke, Diver. It's a reward for the Hell Divers. People talk bad about bug divers, but they are redeeming their sins for not capturing enough worlds to allow for maximum C-01.

Oddly enough, probably not. Theres a female cadet who complains about how difficult it was to fill out a C-01... with her wife.
