Why are people going into missions with no stratagems?

And I don't mean low levels not buying boosters or not having at least 4 stratagems to choose from. I mean people level 20+ going in completely naked? Is there some positive to not taking any stratagems that I'm unaware of? Or is it some kind of bug where they have selected something but it's not displaying?

I didn't even know you could go in without max stratagems. It's probably a display bug on the mission card section. I've seen that kind of thing before.

Flip to weapon/armor selection and flip back.
Then ready up.

No stratagems, no boosters.

I saw this the other day too and it confused me because as far as I can tell I can't ready up until I've filled out the stratagem slots.

the display is sometimes glitched before dropping down. but if you look at your minimap in game, you can see they have theirs.

It is bug. They have strats. Checked few time.
