Recommended specs for 144fps 1080p

Looking to upgrade my pc to have better performance for this game and was wondering what sorta specs i would need to max out settings for at least 144fps on 1080.

currently ive got a i7-8700k and an rtx 2080ti. averaging about 50-70fps on low settings depending on the mission

Your GPU is solid and will be for at least another few years.
My quick and dirty suggestion for biggest upgrade will be your CPU and mobo. Pick up a 12700k or 13700k if you want to future-proof. For mobo, anything where the chipset starts with a Z (and obviously make sure the socket is a Intel LGA 1700 to support your CPU) should be fine.

You can save some money by going with a KF model on your CPU, and if you don't care about overclocking drop the K entirely to save even more. (K means unlocked, F means no on-board graphics)

The 8700k is getting older now...it can still run this game perfectly fine.
The best gaming focused CPU around at the moment is the 7800X3D. Nothing comes close.
Intels offerings are...disappointing vs this cpu but you should be able to find better deals on them as they are not as desirable as the X3D chips have been.

I would not ever recommend a KF Intel CPU to someone who is not a tech enthusiast, for the simple fact that having the iGPU means that they have a reliable backup in case anything goes wrong with their main GPU and they have to swap it out.

No iGPU = unusable computer

Not relevant to those of us who have spare GPUs laying around, but that's not everyone.
