"Not good enough." No, they definitely could scale it, they won't want to. They designed both games to be played in squads via drop in/drop out. Even the tutorial says that helldivers travel in squads. Sealing yourself from that, is just going to make your life harder as explained in the tutorial.

Probably because you understand that those are Games being played by teams. Helldivers is no different, it's meant to be played in a team.
Once all players start playing the game mostly a single way it will be changed and nerfed. The balance manager person hates metas and just balances the game how ever he feels like.
If they don't make more than last quarter then the tools must be broken.
