It's a take it or leave it type of deal.
This is the only scenario I would use a one handed smg and shield combo, so of course i'm taking the concussive variant.

No really, the stagger is so good, it even staggers Chargers if you don't hit armor.
Also, scout striker died from 2 shots, same for scorcher (if you aim to the front of it) but scorcher don't need to be charged. Rocket Devastators get 4 shots before die (perhaps wrong aim to weak spots)
great for ducking out and keeping stuff off your back
stagger + shoot over shoulder = good :)
Especially the former two, they get stop dead in their tracks.
However you do feel the lower DPS so in that regard it's kinda of a utility weapon: you stunlock them and have a teammate with a more adequate weapon to drain their HP.
From a perspective of raw stagger-push back effect the Liberator Concussive is better.
