Old news. Sony changed their mind.
Thanks to intense review bombing and refunds Sony announced on Twitter (and changed Steam announcement that started the thing) that they will not be doing that.
It's just their words, which Arrowhead (Helldivers 2 developer) kinda take for granted. Community mostly also gives Sony some benefit of doubt. But other part of community thinks they are lying or at least waits for some better confirmation, like store page getting updated and region lock removed (over 120 countries got banned from buying the game few days ago as PSN is not legal there).
Negative reviews claiming PSN is required are just people who wait till Sony makes actual changes. Once "we are sure", they will revert their reviews to positive ones or just delete them.
tl;dr: it's not, unless Sony lied. Neg reviews are some people still protesting till we get more than empty words.
As to buying the game or not - I would wait a few days. If situation doesn't change for better (primarily region lock removed) it will likely mean PSN will be enforced. If situation changes, should be safe.
They can try it again
And why would they do that? They now know that there would be huge backlash.
Look at Blizzard.
Record profits, massive layoffs. Unending drama and abysmal product scores, yet they carry on like nothing happened and are actually thriving.
But they do pay a price for that... Massive loss of players...
It was going to soon, then Sony decided to hold off. They released a tweet saying "PSN integration is not happening the original dates". That's it. They temporarily postponed it.

Notice how it says nothing about it never happening? As soon as the current outrage blows over I bet they'll add it with no announcement.
I will also mention that that 100+ countries that could previously buy the game still can't play because Sony revoked access and hasn't restored it.
To be clear: no, the game does not require PSN. Nothing says it won't in the future. There's no way Sony has given up this easily.
If you want to play it safe, wait until June and see what happens.

Just look at WoW, we have had private servers since 2006, 18 years of people pirating their games hasn't affected their profits at all. What really screws Blizzard over is the quality of their games, like when Warlords of Draenor flopped and Overwatch 2 sank.
This event was the latter without a doubt, and it was caused by Soyny and the CEO.
