Although I'm not really feeling that last patch, I just dislike the inconsistencies.

You're right, I assumed the AR-19 Liberator was the default one.
I guess that's the guard dog liberator?
Devs double confused us. They got the model wrong and now the description is not accurate for the concussive.
Wow. Well it seems these patch notes were not written very carefully then.
They have caused a lot of confusion for more then this mistake alone.
"AX/AR-23 Guard Dog
Decreased damage by 30%"
When it was the AX/LAS-5 "Guard Dog" Rover that actually got nerfed.
As well as doing a poor job of explaining the spawn rate changes.
Makes you a bit concerned about how the game code is written. doesn't it?
The Liberator "Explosive" (at the time) was renamed to Concussive. It still had it's EXPLOSIVE label in the armory for a bit afterwards.
But yeah it has a really low fire rate and worse recoil than the other liberator variants. Who knows what it was originally intended for.
Can confirm, it was always underwhelming, this buff at least gives it some damage to compensate
