Special mention goes to the 120 and orbital railcannon for seeming useful on paper and sometimes being useful but really just being outclassed by other options.
Mines stratagems are INSANELY strong... if used properly which heavily emphases on teammates NOT walking onto one of them. In fact, they are some of the best "survival" stratagems on a dime in the game when travelling between objectives.
In HD1, mines were a bit of an issue because it was really hard to walk across their field when playing with a twin-stick shooter view/controls. The range between the mines was a tad too small and a bunch of them could blow up with a single bug coming into range.
In HD2, mines are deployed in a large grid-like pattern in a circular zone. You can easily walk between the grids' line of mine while bugs and automaton only gets blown up.
The trick with it is to deploy the mines either in-between you and the incoming enemies (usual use) or deploy it in front of you if you're followed by stuff you don't want to deal with. In the later use case, if you throw it at ~100m in front of you, it should be deployed by the time you reach its drop point. You can just walk between the mines (deployed in a grid with enough space in-between the mines to cross it) and once through, anything following you will gets blown to bits.
Remember, cool men don't look back at the explosions behind them.
Another thing about the mines is that, with the exception of giants/bosses, they hurt everything really well. Even Charger may get mortally damaged by a mine field as their "belly" isn't armored. (It's not perfect though because, during their charge, their head can get most of the frontal explosions. It can also blow up one of their leg which is an instant death.)
