Need more medium armor penetration weapons.
That is why so many people use the slugger.

At higher diffs, a lot more medium enemies start spawning, especially with the bots devastators and it gets too hard to deal with said numbers when most of the weapons cant even damage anything other than the heads and automatic weapons like the liberators have too much spread to reliability and consistently hit the heads from more than 15 meters, a range that is basically suicide against devastators.

Giving the sniper primaries medium armor penetration like they should have and they might have at least a single reason to be used would be a good start.

Medium armor penetration itself isn't the problem but the kind of medium armor penetration. The MG-43 and the HMG both have medium pen but the latter can blow up the behind of a Bile Titan while the former can't. The UI should give us more info about armor penetration because there seems to be a lot more levels of it than just three.
Funny enough the Punisher is better than Slugger in everything but medium range killing potential of single targets. Yet it still somehow stunlocks enemies 50 meters away, and multiple per shot even. Its suicide to fight Devastators in CQC with the shotgun made specifically to counter them in that range of engagement, as its far safer and better to use the punisher and stunlock until the few pellets hitting the face eventually adds up enough to kill the Devastator.
