Not tried it yet but I've seen a few posts saying that the stagger now applies to Chargers, which is a pretty big buff and should make up for the lower fire rate, though it is going to make mowing down large packs harder.
Are the devs in the room with you now?
As I said, there's no justification for a weapon to have unlimited ammo, multi-targeting and be so strong. Standing next to a breech and mowing down everything that comes out of it solo might be 'fun', but it's also not good for game balance when it's so easy to do and the other option is "buff other weapons to also be able to trivialise the game".
Definitely a bug and made the weapon much better.
I ran around solo, mostly doing all of the points of interest for medals/credits and any objectives I found, also farming samples for lower level mates.
I 100% shot everything I saw and tried to get breeches on me rather than them, wouldn't say it's sabotage when the Arc Thrower made them so easy to deal with (using an orbital occasionally).
It's pretty consistent to get +500 kills even staying with team mates.
