Veterans has the Incendiary Breaker, it is great against bugs when you are the host. When you are not the host the fire damage does nothing because it is bugged.
Cutting edge has the Sickle, great weapon on cold planets, but annoying on hot planets because of the overheating.
The other stuff is meh. So depends which weapon you prefer.
Edit: I forgot the Cutting Edge has the Stun Nade, that one is great.
Steeled Veterans :
P4 senator (secondary weapon)
Incendiary grenade (somewhat decent, not incredible though)
Dominator (medium armour pen, good damage, slow ROF. I don't like it much personally, but I know people who do).
Three sets of armour that all have the +30% throwing range which I consider one of the best armour perks. (Two medium and I think one heavy?)
Cutting Edge :
Sickle (Personally, I think best primary in the game)
Localisation Confusion (Mixed reviews from other people, I think it's a great booster and I notice the effects)
Stun Grenade (Wasn't a fan, but some people swear by it)
Las Pistol (Slowly growing on me, very good at headshotting low level bots in a pinch)
Arc Blitzer (Mixed reviews, lots of people like it, lots of people don't)

I would pick up Cutting Edge first, but Steeled Veterans has some semi-decent picks.
Stuns and the new laser weapon are solid though. The armor is kind of niche, but solid in the right group. The other two are kind of niche, but not terrible.
On the old one the armor is pretty useful if you don't have anything else with servo-assisted. I like the breaker incendiary in some situations. The dominator just feels bad to use and the explosive liberator feels very niche.
Neither of the boosters in either seem particularly useful. The Cutting Edge one feels like it's actually doing something some of the time, but I'm also not convinced it's just placebo. I do find myself taking it a lot of the time my team has the sprint boost, injury reduction, and drop full stocked boosters already, but muscle enhancement or sensor range increase is probably better.
