Yes you can. Even store page says it.
But important to note: Family share doesn't mean you will be able to play simultaneously. If you get the game shared by some family member or friend, as soon the person who is sharing the game/steam library with you is starting to play ANY game on steam while you are playing his/her shared game, you get a pop-up saying that you have 5 minutes to stop playing or you get disconnected. Works like this with every family sharing game.

Thought it is important to mention since i learned, a lot of people misunderstand how family sharing works.

I bought this game for my brother's account and my sister was able to play too so I'm pretty sure the answer is yes

Looks like it's broken/glitched. Even after authorization, and changing settings, my brother still sees "Borrow".

ever since they made it impossible to buy in my region, i can no longer play the game via family sharing, the button to play just says purchase
