The issue with heavy armor is the stamina, and at higher tiers of bots, you will need the stamina unless you want to continue to battle wave after wave of hulks and tanks being bot dropped.

While I shill for the fortified perk? Heavy armor still does ♥♥♥♥ all in preventing a stiff breeze from denying your shot on a stationary target because a robot 9mm bullet grazed your shoulder.
Not that I can use a shield 80% of the time anyways with my love of autocannons.
But due to flinch ♥♥♥♥♥♥♥♥, that shield is to protect OTHER PEOPLE, not just myself, to ensure I drill a hole through the face of a rocket robot everybody cries about, instead of "oops sorry, my AMR shot flew off at a 45 degree angle and they got to blow you up instead"
Shield and rocket devastator groups aren't a problem to light armor with jump pack because you can just get away with them comically easy.
