The link doesn't work, but I had a purple question mark in a game tonight. It was someone's primary. He was just holding nothing with a purple question mark between his hands.

My suspicion is that it's a cheat tag.

It means something didn't load correctly, and the game doesn't know what to show there.

The question mark is a missing asset. They keep claiming to have fixed it but it keeps managing to pop up. It is an unloaded asset because your game didn't understand what weapons that player had equipped.

Wrong. It's a placeholder for an unloaded asset. Unless you think the terrain in game is also cheating since I've seen it on the terrain

This. It's like the purple and black checkerboard in a valve game. Just something that didn't load right.

yeah it's a missing prefab it's basically.... Well a build that was compiled the wrong way missing elements so when displayed it show that instead of the object. bit amateurish if you ask me.
