Why dont the active diver numbers add up?

I'm just looking at the war map and it says 158k active divers. There about 150k in bot space and another 120k in bug space. What gives?

never mind... during typing up the post the active number jumped to 297k

Nah, that's not an issue when there's a major order in bot space.

What is an issue is seeing ~300 sitting in a sector with no accessible planets.

Sometimes when I log on, I'm randomly deployed to Super Earth orbit. No idea why, but there's always Divers sitting there.
Also, if you have an unfinished mission series from an already conquered planet (like 1/3 done, w/e), you can still complete it.
